To my knowledge, I don’t believe he has a release clause. Since his contract doesn’t end till 2023, he’ll likely cost more than 17 million. However, due to Covid-19, his price could be lower. Who’s to say

Hmmmm... Alright lemme do my best to answer the question. It mostly depends on the club that he goes to. IMO, I think he would transition well by going to the Bundesliga. It’s a good stepping stone for him, and a club like Borussia Dortmund or Borussia Mönchengladbach could utilize him very well, especially Dortmund, given that Sancho is expected to depart soon, and Hakimi has moved to Inter, that whole right flank is left unoccupied and in need of filling. He would essentially be seen as the second-coming of Yarmolenko at Dortmund, but hopefully his career might take off more positively. I think Tsygankov is a great, wonderful player... However I do think his overall is slightly misleading. He might be playing like an 80 overall player in the Ukrainian 1st division, but in comparison to a top 5 league, he might more accurately be rated 75-77 overall. He won’t make an immediate impact, but surely if he performs well in the Bundesliga for Dortmund or Mönchengladbach, he might find himself at a Roma, AC/Inter Milan, or an Arsenal/Spurs quality team. Given that he’s young, and a regular feature of the Ukrainian National Team, I’m guessing he’d likely sell, granted to a big enough club, for around €30-45 Million, even though is value in comparison to players from the top 5 leagues is more accurately €20-35 Million...

No team, whether it’s a cpu team or a player controlled team, can make loan deals permanent. It sadly isn’t a feature in FIFA 20. If you loan someone from another team, you’ll just have to sign them once they’ve returned to their parent club
