After Chelsea won Europa League with Maurizio Sarri, he was sacked following a dissapointing end to the PL campaign. Hazard left to Real Madrid to win a CL Trophy (that did not work out, sadly). If the former season's transfer had been better, and consequently ensured a better season and placement in CL in the following - Hazard might've been reluctant to leave.
As CAS ruled a santion against Chelsea to ban their side from doing transfers for a year, they quickly managed to buy a winger to subsequently replace Hazard in the future. That happend to be Pulisic in the jan window 2019, and louned out until summer. If this had been Trossard, he couldv'e been a belgian protege to Hazard and the perfect replacement.
