His last name is Basque so clearly he has some ancestry there and he grew up in Navarre which is traditionally considered part of the Basque homelands. He was in Osasuna’s academy until 11 so you could argue he qualifies via the academy rule for Athletic that way, some people may see that as a stretch. There were rumours that Athletic wanted to sign him while he was at Monaco, so that would clearly mean he would have been eligible, but I don’t think I’ve ever seen official confirmation of those rumours.
