Luiz was the obvious choice as we have McGinn and Tielemans and a midfielder is much easier to replace than for example if we had been forced to sell Watkins. Valles would cost max 10m and I'm certain he'd be willing to be 2nd choice initially first 6 months to get used to the physicality. But I think Howe wants to go with players he knows from the PL, and can easier find out about players personalities due to his connections in England
